Kim CessnaList Item 3
President
Kim served 29 years in law enforcement starting her career with the City of Urbana and retiring as a Sergeant with the Illinois State Police. Kim became an affected co-worker following the death of ISP Sergeant Rodney T. Miller (E.O.W. 05/12/2006). Kim became active in the Chapter through the Cycle Across Illinois and is the co-chair of that committee. Kim has attended Chapter Trainings, Traumas in Law Enforcement, National Conference on Law Enforcement Wellness and has served as a liaison during National Police Week. Kim is an active member of the Critical Incident Memorial Team. Kim is trained in Critical Incident Stress Management and is trained to assist police departments with filing their Public Safety Officer Benefits (PSOB). Kim was awarded the 2024 Charles Shinholser Award for Volunteerism in recognition of her humble and exceptional volunteer efforts in service of law enforcement survivors.

Mike McTighe
Mike has served in law enforcement for 19 years in a variety of roles and is currently assigned to the Cook County Sheriff’s Office. He became actively involved with the chapter through the Cycle Across Illinois initiative and has served as a co-chair for the past eight years.
Mike is an active member of the Critical Incident Memorial Team and is trained in Critical Incident Stress Management (CISM) and peer support. Additionally, he serves as a liaison to the Public Safety Officers’ Benefits (PSOB) program.
Throughout his service, Mike has attended Police Week, Kids Camp, Traumas in Law Enforcement, and the National Conference.

Beth Carter
Secretary
Beth Carter is the sole surviving sister of Chicago Police Patrolman, James B. Crowley “Jim” (EOW 08/22/24). Jim entered the Chicago Police Department in 1986 at the age of 21, graduating at the top of his academy class before receiving his assignment to the 2nd District. However, his promising career was tragically altered on 09/04/1987, just six weeks after graduation, when a drunk driver struck his squad car. The collision resulted in the loss of a fellow officer and left James with a catastrophic brain injury. Beth was Jim’s sole caregiver for the 37 years that followed and dedicated her life to making sure Jim had the greatest quality of life. Beth’s involvement with C.O.P.S. is fueled by her desire “to give back to the very organization that showed up for me in ways I will never forget.”

David JohnsonList Item 4
Treasurer
David is the surviving brother of Rock Island Auxiliary Officer Todd C Johnson (EOW October 20, 1993) who was accidentally shot during a training exercise. David attended his first National Police Week in 2002. Later that year David participated in Siblings Retreat and has been active in COPS since. David and several other survivors held the first meeting in January of 2005. David served as our Founding Vice-President and continued to serve for several years. David has been in every Cycle Across Illinois since its inception. David has also attended Chapter Training, and has been Support for COPSWALK Midwest and COPSWALK South West.

Kathryn Novak
Law Enforcement Trustee
Katie has been in Law Enforcement for 17 years, starting in Thornton Police Department and currently with the Bradley Police Department. Katie became active with ILCOPS after the tragic death of her co-worker Sergeant Marlene Rittmanic E.O.W. December 30, 2021). During the course of her career she has lost numerous co-workers and friends to suicide, officer involved shootings, and medical related incidents. Katie is an active member of the Critical Incident Memorial Team and has been trained to assist police departments with their Public Safety Officer’s Benefit (PSOB). Katie’s goal is bridge the gap of police departments, families and ILCOPS to provide support where it is needed in all areas of the law enforcement families.

Debbie WisemanList Item 2

Debbie is a surviving sister of Trooper Mark Toney, Iowa State Patrol, EOW 09/20/11. She has been very active in our chapter with chairing our Sunshine Committee, serving on our Board and is currently serving as the Family Liaison Co-Chair of our Critical Incident Memorial Team. She has participated in numerous COPS programs including Traumas of Law Enforcement, Chapter Training, National Conference on Wellness, COPSWALK Midwest, Siblings Retreat and as a Liaison to National Police Week for our Illinois survivors. She is also CISM trained
